What happens in communism is that there is only one party, it has a government and it always exists like the system of China. Besides, there is another one, it is a dictatorship. What happens inside it is that there is no party but one servant He is the one who has the government in his hands but he has his cabinet and he has supporters but he is the one who runs the government.
